With the publication in the Official Gazette of the new decree, the new rules for speed cameras come into force. They have been defined as “the regulation of the characteristics, requirements and procedures for approval, calibration and functionality verification” of the devices used to ascertain speed limit violations. The goal is to create a uniform and certain framework for all of Italy. In other words: homogeneous procedures, verifiable criteria and standard technical steps, so as to reduce uncertainty that over the years has fueled doubts about the legal-administrative solidity of the sanctions.

According to Ansa, this change of pace will entail a stricter control of the devices already installed. And a consequent “cutoff” for speed cameras no longer considered suitable, resulting in their shutdown. The measure provides that 850 speed cameras must obtain a specific approval to be able to become operational again. While 3,150 devices are already regularly functioning because they meet the required criteria. This is intended to overcome the phase described by those protesting against the system as a “jungle” of over 10,000 devices.

End of ghost devices

Minister Matteo Salvini speaks of the end of “ghost speed cameras“. He also claims that devices not properly classified would have represented a tax without a real connection to road safety. The decree also clarifies the consequences on litigation. Many rulings had questioned the validity of the assessments when the speed was detected by instruments approved in a way not equivalent to the approval required by the regulatory framework. In terms of sanctions, data indicate that last year fines detected by speed cameras decreased by about 9%, with a municipal revenue of 56.5 million.
