The discount on fuel excise duties is extended, but it does not take effect in full immediately. The government has decided to extend the cut for three weeks, however the measure will be implemented in two distinct phases: first through a decree law, then with a subsequent ministerial decree. A strategy, La Stampa reports in this morning’s edition, chosen for economic coverage reasons, which however produced an unexpected side effect, fueling confusion between what was politically announced and what was actually reported in the text published in the Official Gazette.

Fuel excise cut: the issue of funds
The announcement by Prime Minister Giorgia Meloni and the Palazzo Chigi statement indicated an overall extension until May 21. But the published provision has scaled down the actual duration of the discount. In the black and white provisions, the excise reduction is applicable only until May 10. A time gap that immediately sparked controversy. The decree approved by the Council of Ministers provides for coverage of 146.5 million euros and extends the reduction for nine days, from May 2 to May 10. To reach the total 21 days announced a second act will be necessary, expected through a ministerial decree, which should extend the intervention from May 11 to May 22.
Measure implemented in two phases
The need to “split” the extension is explained by the structure of the coverage. The first part was financed immediately, while the second would also be covered thanks to the data on the April VAT extra revenue, linked to the increase in the price of gasoline and diesel. The intention remains, according to Palazzo Chigi and the competent ministries, to guarantee a total of 21 days of discount, with impacts indicated for diesel and gasoline. Meanwhile, however, between announcements and official text a short circuit has been created. Codacons has requested immediate clarifications, arguing that, in light of the regulation in the Official Gazette, from May 11 diesel could return above a threshold considered critical. And the risk is to reignite the debate on expensive diesel.
