The extension of the diesel discount arrives, but with a change of approach compared to the past. To confirm the excise tax cut, the government directly calls on the major energy groups, starting with Eni. The decision, La Stampa reports in today’s edition, comes after a quick meeting of the Council of Ministers, lasting just 15 minutes. The Council met again yesterday for the first time after the Ferragosto break. As expected, the executive limited itself to extending the 17-cent cut on diesel only until September 5, while no intervention is planned for gasoline. Also because the price of unleaded gasoline has already exceeded the symbolic threshold of 2 euros for days.
Diesel price cuts until September 5
The total cost of the operation is estimated at 130 million euros, and the usual coverage chapters used in the past would not be enough to finance the extension. The new fuel decree law aims to introduce a tax “advance” mechanism linked to dividends. The advance on this year’s profit withholdings would be borne by the major energy groups that exceeded 20 billion in revenues last year. The measure, defined in agreement with the groups involved, concerns companies active along various stages of the supply chain, from extraction and production to refining, up to storage, transport, distribution, and marketing of oil, petroleum products, natural gas, and energy. It provides for the advance payment of 39% of the withholdings, in exchange for obtaining a tax credit.
New measures are needed
While waiting for the final text, there is no shortage of possible interested parties. Among those who have exceeded the 20 billion threshold, the spotlight is especially on Eni and Enel, controlled by the Treasury. Both would already have an involvement considered “certain” in the case of Eni led by De Scalzi. This could therefore contribute directly, while it is not excluded that, later, Enel and other energy companies will also be called to participate. Meanwhile, for the next phase of mobility and returns, the extension of the discount should limit surprises in the coming weekends, but the fuel price emergency requires further structural and more selective interventions. After the September 5 deadline, the government would indeed be working on new supports “based on income,” with hypotheses ranging from a possible gasoline bonus in the paycheck to the search for new sources of funding. The idea of using the “Dedicated to you” social card seems instead to have been set aside.
