The new Highway Code is about to become even more new. 19 months after the introduction of the new regulation, the government is considering modifying some rules and implementing others. Word from the Minister of Transport Matteo Salvini, who according to today’s La Stampa would have sent a dossier to about a hundred operators and associations involved in road safety explaining the changes he has in mind. The Highway Code changes
First novelty: accompanied driving starting from 16 years old with the possibility of obtaining a category B driving license at 17 years old. Not only that: new drivers will even be able to drive trucks for which a C1 or C license would be required, but only after enrolling in an initial qualification course, instead of after obtaining the Driver Qualification Card. According to the newspaper, this idea stems from the will and necessity to make up for the shortage of truck drivers nationwide.
Progressive fines and driving license at 17
Chapter fines, where the principle of progressivity comes into play. The hypothesis foresees 10 euros more for each kilometer over the limit of 130 km/h: those driving at 140 will pay 100 euros, those driving at 170 (exceeding the limit by 40 km/h) will have a fine of 400 euros. On roads with a limit of 30 or 50 km/h, fines would amount to 5 euros for each kilometer per hour over the limit. Furthermore, there is talk of blocking the automatic increase of the inflation-linked revaluation and reducing the notification times from 90 to 30 days. In addition, the proceeds from fines should be reinvested 70% (instead of 50%) in road safety and 30% for control and notification activities by the verifying authority.
News for electric motorcycles and bikes
Speaking of highways, the Ministry of Infrastructure and Transport intends to authorize parallel lane driving and therefore overtaking on the right on highways and expressways with three lanes for each direction. In this case, the rightmost lane will remain reserved for slow traffic. As for motorcycles, the new rules could open the use of emergency lanes on highways for two-wheelers, but only in case of queues or slowdowns that put the motorcyclists themselves at risk.
