This is communicated directly by the Ministry of Economy and Finance, confirming that the excise tax discount is extended, but does not “kick in” fully and immediately. The benefit is in fact extended with a phased timing rather than with a single immediate solution. The measure, in fact, is part of a plan already announced by the government but then translated into subsequent regulatory acts, with the aim of carefully managing the related economic coverage profiles.

According to what we told you in recent days, the government had already decided on a total extension of three weeks, however the intervention is carried out in two distinct moments. First through a decree law, and then with a subsequent ministerial decree. This choice, explained by many as necessary for coverage reasons, would have produced an unexpected side effect, fueling confusion between what was politically indicated and what was actually reported in the text published in the Official Gazette. In other words, the communication of the overall timing would not have perfectly matched the temporal scope provided in the first act.

Ministerial decree in the process of publication
Regarding coverage, the issue of “funds” had clarified why the measure was split. The announcement by Prime Minister Giorgia Meloni and the Palazzo Chigi statement referred to an extension until May 21. But in the black and white text, the excise reduction was applicable until May 10. The decree approved by the Council of Ministers provided coverage of 146.5 million euros and an extension limited to nine days. To complete the total 21 days (until the 22nd) the second act awaited through ministerial decree was needed. The logic of the two phases would be linked to the immediate financing of the first part and the coverage of the rest through the data on the April VAT extra revenue connected to the increase in the price of gasoline and diesel.
